No part of any appropriation contained in the Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein. “This Act may be cited as the ‘Emergency Steel Loan Guarantee and Emergency Oil and Gas Guaranteed Loan Act of 1999’.”
